"Pursuant to Executive Order 13929, signed by President Donald J. Trump on June 16, 2020, the Department of Justice has mandated all law enforcement agencies throughout the United States independently certify that they:

1) Adhere to all applicable federal, state, and local laws regarding use of force policies and

2) maintain a use of force policy that prohibits the use of choke holds, except in situations where justified to use deadly force, as allowed by law. 

Failure to properly certify the above referenced statements will result in denial of all DOJ discretionary grant funding.   Law Enforcement Agencies must certify or be in the process of certifying the above-referenced information by January 31, 2021 to apply for DOJ discretionary grants. 

To comply with the DOJ directives, Law Enforcement Agencies must self-certify with the Pennsylvania Chiefs of Police Association, using the form below.  Documents can be submitted to the PA Chiefs of Police Association or refer to the links below for more information from the DOJ.
